I know lately there have been complaints about parties and such. A simple suggestion so that not only can people have a guild party, but also party with people that are similar DPS, is to just get a guild sheet.
Farflier's guild sheet on the IOU forums is probably one the easiest and best sheets you can get for creating parties with similar DPS across an entire guild.

Creating a link on the forums to a personal guild sheet and allowing everyone to edit in their own information is going to go a long way to making sure everyone gets their own party.
